Ministry of Women's Affairs conducts a visit to Nablus governorate and women's institutions to activate partnership and strengthen cooperation وزارة شؤون المرأة تنظم زيارة لمحافظة نابلس والمؤسسات النسوية لتفعيل الشراكة و تعزيز التعاون

The Minister of Women’s Affairs, Ms. Mona Al-Khalili conducted a field tour to the institutions of Nablus governorate, at the invitation of the Governor of Nablus, Mr. Ghassan Douglas. She stressed during this visit, the importance of activating and strengthening partnership and cooperation with local and women's institutions in the Palestinian governorates, and commended the role of these institutions in supporting citizens and women and in strengthening resilience in the face of the Israeli escalation in the Palestinian territories in the West Bank, Jerusalem and in the Gaza Strip

Moreover, she expressed her endeavor to develop coordination and cooperation with institutions in the Nablus governorate, to promote the reality of Palestinian women through the development of the work of gender units and “Tawasol” Centers, which was established to promote communication between the governorate and women's institutions and to emphasize the resilience of women and their active participation in society.

Following, Al-Khalili held an interactive meeting with these women institutions, and stressed her desire to strengthen a genuine and serious partnership with them, to help serve Palestinian women and enhance their role. Then, she noted the importance of cooperation and coordination with all civil society institutions in the light of Israel's aggression against Palestinian women, and to provide them with the necessary protection.

So, she outlined the Ministry's strategic directions to protect Palestinian women from occupation violations in the Gaza Strip and in the West Bank, as well as the Ministry’s role in developing various policies that support women, thereby promoting equality and non-discrimination and creating a possible environment for women's political and economic participation.

Then, she heard the challenges faced by women's institutions and the priorities they deemed necessary for the political, social and economic development and empowerment of women, and stressed the importance of unifying efforts to combat violence against women.

On his part, Mr. Douglas welcomed the initiative of the Minister, stressing that Palestinian women need more support. Since they have made and continue to make sacrifices, and heir empowerment and resilience are among the priorities of the Government because a strong mother is the foundation of a successful and viable society.

He added: “Nablus is proud to have women activists in leadership positions in the Central Committee and the Revolutionary Council, with an honorable social and struggle record”.

Then, Ms. Al-Khalili visited Al-Najah National University, and spoke during her meeting with the rector’s assistants, of her aspiration for an academic partnership with the university, in order to have different majors, research and studies that benefit decision makers and institutions in the field of women. After she valued their efforts and role in the community work and raising women status in various fields.

For their part, rector’s assistants welcomed this visit with complete pleasure, and expressed the University's full willingness to cooperate with the Ministry of Women's Affairs at the policy, programs and research levels. And, they provided a presentation of the various University programs, particularly those targeting Gaza students, to bridge the educational gap in Gaza through an initiative called “hand in hand”.

Next, she met with members of the “Fatah” movement, and emphasized the role of women in the national struggle and commended the cohesion and institutional cooperation in Nablus Governorate in order to strengthen resilience and face the difficult policies and measures of the occupation. She added that the Ministry will continue progress and work to develop programs and policies to support Palestinian women, promote citizenship, and build institutions capable of facing Israeli occupation.

For his part, “Fatah” Secretary Mr. Mohammed Hamdan welcomed the Minister and the accompanying delegation, stressing that all institutions in Nablus stood together in the face of the occupation and its actions of tightening the siege on Nablus city.

Next, she visited The Family Defense Association, and met with the President and members of the administrative body, and briefed on the workflow and services provided to women victims of violence, the basic needs of the safe house and challenges and constraints facing the work.

Upon that, the minister commended the effort of the association, affirming the Ministry's willingness to cooperate in addressing problems and challenges, and expressed concern to support the women's protection system in coordination with all governmental and non-governmental partners.

Lastly, she concluded her tour by visiting Askar women’s center in Askar camp. Al-Khalili noted the significance of such centers to represent Palestinian family, open prospects for women's work and be involved in sustainable development. Furthermore, she was impressed by the Centre's services and activities to serve the camp and women Despite all current challenges and difficulties.

Finally, the head of the General Union of Palestinian Women in Nablus, Ms. Wahiba Saleh, said that this association is aimed at improving the situation of the camp and the situation of women and children, within a strategy and integration plan with the Federation and institutions to support women's work within the camp.

أكدت وزيرة شؤون المرأة منى الخليلي على أهمية تقعيل وتعزيز الشراكة والتعاون مع المؤسسات المحلية والنسوية في المحافظات الفلسطينية، وأثنت على دور هذه المؤسسات في دعم المواطنين والنساء وفي تعزيز الصمود في مواجهة التصعيد الاسرائيلي الذي تسهده الأراضي الفلسطينية في الضفة والقدس وفي قطاع غزة.  جاء ذلك خلال الجولة الميدانية التي أجرتها وزيرة شؤون المرأة منى الخليلي ووكيل وزارة المرأة داود الديك إلى مؤسسات محافظة نابلس، بدعوة من محافظ نابلس غسان دغلس. 

وأعربت الوزيرة الخليلي عن اهتمامها وسعيها لتطوير التنسيق والتعاون مع محافظة نابلس ومؤسساتها للنهوض بواقع النساء الفلسطينيات في ظل الظروف الصعبة من خلال تطوير عمل دوائر النوع الاجتماعي في المحافظات ومراكز تواصل التي أنشئت لتعزيز التواصل بين المحافظة وبين المؤسسات النسوية وللتأكيد على صمود المرأة ومشاركتها الفاعلة في المجتمع.

وعقدت الوزيرة لقاءا حواريا مع المؤسسات النسوية في المحافظة، وأكدت على حرصها على توطيد  شراكة حقيقية وجدية مع هذه المؤسسات بما يخدم المرأة الفلسطينية ويرتقي بدورها. وأشارت الخليلي إلى أهمية التعاون والتنسيق مع جميع مؤسسات المجتمع المدني في ظل العدوان الاسرائيلي والظروف الصعبة التي تعاني منها المرأة الفلسطينية؛ لتوفير الحماية اللازمة لهن، وجرى الاستماع إلى جميع القضايا المطروحة من قبل المؤسسات، وفهم احتياجاتها الأساسية بما يضمن تحقيق أهدافها التنموية والاجتماعية.

وطرحت الخليلي  توجهات الوزارة الاستراتيجية المتمثلة في حماية المرأة الفلسطينية من انتهاكات الاحتلال في قطاع غزة وفي الضفة، وتوثيق الانتهاكات، بالإضافة الى دور الوزارة في تطوير مختلف السياسات لتكون داعمة للمرأة وبما يعزز المساواة وعدم التمييز ويخلق بيئة ممكنة للمشاركة السياسية والاقتصادية للنساء. وأكدت الوزيرة على اهمية تضافر الجهود لمكافحة العنف ضد النساء. واستمعت الوزيرة الى التحديات التي تواجه المؤسسات النسوية والأولويات التي تراها ضرورية لتطوير وضع المرأة وتمكينها سياسيا واجتماعيا واقتصاديا. 

 من جانبه، أكد المحافظ دغلس على أن نابلس تشهد حالة من الانسجام بين أطيافها  وسلام داخلي ، وحالة من الأمن والأمان الذي تسهر عليه أجهزة الأمن وكافة مؤسسات المحافظة وتصل الليل بالنهار في يبسل الحفاظ على السلم الأهلي والتماسك الاجتماعي.

ورحب دغلس بمبادرة وزيرة المرأة والوزارة في لقائها اليوم مع مختلف المؤسسات النسوية لزيادة التواصل والتشبيك والنهوض بوضع المرأة، مؤكداً على أن المرأة الفلسطينية تحتاج منا أكثر فهي قدمت وما زالت تقدم تضحيات فهي أم الشهيد والأسير وزوجته، وتمكينها وتعزيز صمودها هي من أولويات الحكومة لأن الأم القوية هي أساس مجتمع ناجح مناضل.

وأضاف، نفخر بنابلس بوجود سيدات مناضلات ، فلدينا نساء تبوأن مراكز قيادية في  اللجنة المركزية والمجلس الثوري، ولديهن سجل نضالي واجتماعي مشرف.

وخلال زيارتها جامعة النجاح الوطنية ولقائها مساعدي رئيس الجامعة، أكدت الخليلي على تطلع الوزارة الى شراكة أكاديمية بحيث يكون هناك تخصصات مختلفة وأبحاث ودراسات يستفيد منها صانع القرار والمؤسسات في مجال المرأة. وثمنت الخليل جهود الجامعة المجتمعية ودورها في رفع مكانة النساء في مختلف المجالات. 

من جانبهم، أعرب مساعدو رئيس الجامعة عن سعادتهم بهذا اللقاء، واستعداد الجامعة الكامل للتعاون مع وزارة شؤون المرأة على مستوى السياسات والبرامج والابحاث. وقدم مساعدو الرئيس شرحا عن مختلف برامج الجامعة وخصوصا تلك التي تستهدف طلاب قطاع غزة لتجسير الفجوة التعليمية في غزة " مبادرة إيد بأيد". 

وخلال زيارتها لإقليم فتح  ولقائها أعضاء الاقليم، أكدت الخليلي على دور النساء في مسيرة الكفاح الوطني، وأثنت على التلاحم والتعاون المؤسساتي في محافظة نابلس بما يعزز الصمود ومواجهة سياسات واجراءات الاحتلال التي تحاصر محافظة نابلس وتستهدفها بالخنق الاقتصادي والحصار والحواجز. 

واضافت أن الوزارة مستمرة في مسيرتها وستكمل وتبني ما تم العمل عليه وتطوير البرامج والسياسات سيكون الجهد متكامل لدعم المرأة الفلسطينية في كافة الميادين وهدفنا تعزيز المواطنة وبناء مؤسسات قادرة على مواجهة سياسة الاحتلال كما كانت المرأة دائماً وأولاً

من جانبه، رحب أمين سر فتح محمد حمدان  بالوزيرة والوفد المرافق، وأكد أن الاحتلال يشدد الحصار على نابلس ولكن لا يوجد فلسطيني يرفع راية بيضاء. وأشار إلى أن اقليم فتح مع المؤسسات في نابلس يقفون صفا واحدا بوجه الاحتلال وإجراءاته. وقال: "علينا الصبر والصمود والتشبث بالمشروع الوطني" .

وقامت الوزيرة الخليل بزيارة البيت الآمن التابع لجمعية الدفاع عن الأسرة  والتقت رئيسة وأعضاء الهيئة الادارية، واطلعت على سير العمل والخدمات التي تقدّم للنساء ضحايا العنف. وقدمت مديرة البيت الآمن عرضا عن الاحتياجات الأساسية للبيت الآمن ، وتحدثت عن أبرز التحديات والمعيقات التي تواجه العمل. 

بدورها أثنت معالي الوزيرة على الجهود المبذولة من قبل الجمعية مؤكدةً استعداد الوزارة للتعاون في معالجة المشاكل والتحديات، وأعربت عن حرص الوزارة على دعم منظومة حماية النساء بالتنسيق مع جميع الشركاء الحكوميين وغير الحكوميين. 

واختتمت الخليلي جولتها في محافظة نابلس بزيارة مركز نسوي عسكر.  واشارت الى اهمية مثل هذه المراكز لترسيخ وتمثيل الاسرة الفلسطينية حيث تفتح آفاق عمل للنساء بحيث تكون حاضرة وشريكة في التنمية المستدامة. وأبدت الوزيرة إعجابها بما يقدمه المركز من خدمات وأنشطة خدمة للمخيم وللنساء. وأبدت كل الجاهزية للمساعدة. وقالت : على الرغم من التحديات والصعوبات القائمة، لا نزال نرى أملا وإنجازات واعدة في مجالات التمكين الاقتصادي وتوفير الخدمات للنساء خاصة في المخيمات.

وقالت رئيسة الاتحاد العام للمرأة الفلسطينية/ فرع نابلس وهيبة صالح ان هذه الجمعية هدفها تحسين وضع المخيم ووضع النساء والاطفال. ويتم العمل ضمن استراتيجية وخطة تكاملية مع الاتحاد والمؤسسات لدعم العمل النسوي داخل المخيم.
