Al-Khalili in a meeting with Risk Prevention and Agricultural Insurance Fund: We seek to promote women's social and economic rights and encourage them to invest in their land and agriculture.الخليلي في لقائها مع صندوق درء المخاطر والتأمينات الزراعي

Ms. Mona Al-Khalili, the Minister of Women’s Affairs met with Dr. Nasser Al-Jagoub, Chairman of the Risk Prevention and Agricultural Insurance Fund, and his deputy Ms. Adiba Musleh and accompanying delegation. 

Where she emphasized that the resilience of the Palestinian people, in particular Palestinian women, requires a return to and investment in land, and that one of the main objectives of the Ministry and the Government is to empower women and strengthen their role in the agricultural sector to reduce poverty and improve the economic status of women.

Al-Khalili also noted that Palestinian women are being victims of unfairness in the agricultural sector for social and economic reasons. For instance, most of the projects run by women were not registered in their names and, they suffered economic losses due to the occupation policy, which flooded the Palestinian market with seasonal agricultural fruits, often leading to a recession and destruction of the Palestinian product.

Moreover, she added: “Women faced challenges in all sectors, and the Ministry of Women and all partners were responding to those challenges and supporting women so that they could contribute and participate in public affairs politically, economically and socially”. She also stressed the need for unified efforts among all relevant authorities to reduce poverty and give women priority when making policies, planning and implementing projects.

For his part, Dr. Al-Jagoub explained the role of the fund, which prepares and implements mitigation and recovery programs for agricultural risks, by providing early warning services, insurance and material support to farmers and agricultural enterprises to enhance their survival and resilience to natural and political threats, and to improve the investment environment of the agricultural sector, attract productive and development projects, and advance agricultural and economic development.

Lastly, Dr. Al-Jagoub highlighted the projects implemented by the Fund, and emphasized that they give priority for women in all its programs and projects. 

Furthermore, the two parties agreed to cooperate in designing and implementing supportive policies and programs for women, enhancing women's presence and protecting their rights in the agricultural sector.

أكدت وزيرة شؤون المرأة منى الخليلي أن صمود الشعب الفلسطين، وعلى وجه الخصوص المرأة الفسطينية، يتطلب العودة إلى الأرض والاستثمار فيها، وأنه من الأهداف الرئيسية للوزارة وللحكومة تمكين النساء وتعزيز دورهن في القطاع الزراعي للحد من الفقر ولتحسين الوضع الاقتصادي للنساء. 

جاء ذلك خلال لقاء الوزيرة الخليلي اليوم مع د.ناصر جاغوب رئيس صندوق درء المخاطر والتأمينات الزراعية ونائبته أديبة مصلح والوفد المرافق له. 

وأشارت الخليلي إلى أن النساء في القطاع الزراعي يتعرضن للظلم لأسباب اجتماعية واقتصادية، فمعظم المشاريع التي تديرها النساء ليست مسجلة بأسمائهن، وفي المقابل يتعرضن لخسائر اقتصادية بسبب سياسة الاحتلال الذي يغرق السوق الفلسطيني بالمتجات الزراعية الموسمية مما يؤدي إلى كساد المنتج الفلسطيني واتلافه في كثير من الأحيان. 

وأضافت أن المرأة تواجه تحديات في جميع القطاعات، وأن وزارة المرأة مع كافة الشركاء على مواجهة هذه التحديات ودعم المرأة لكي تتمكن من المساهمة والمشاركة في الشأن العام سياسيا واقتصاديا واجتماعيا. وأكدت على ضرورة تضافر الجهود بين جميع الجهات المختصة للحد من الفقر وإعطاء النساء الأولية عند وضع السياسات ورسم الخطط وتنفيذ المشاريع. 

من جانبه، قدم د.ناصر جاغوب، رئيس صندوق درء المخاطر والتأمينات الزراعية، شرحاً حول دور الصندوق الذي يعد وينفذ برامج استعداد لمواجهة المخاطر الزراعية وتخفيف آثارها والتعافي منها بتقديم خدمات الإنذار المبكر والتأمين والدعم المادي للمزارعين والمنشآت الزراعية لتعزيز بقائها وصمودها في وجه المخاطر الطبيعية والسياسية التي تهدد العمل الزراعي، ولتحسين البيئة الاستثمارية للقطاع الزراعي وجذب المشاريع الإنتاجية والتنموية ودفع عجلة التنمية الزراعية والاقتصادية إلى الأمام.

وعرض الجاغوب نبذة عن المشاريع التي نفذها الصندوق، وأكد أن الصندوق يعطي أولوية للنساء في كافة برامجه ومشاريعه.  

 واتفق الجانبان على التعاون في رسم وتطبيق سياسات وبرامج داعمة للنساء وتعزيز حضورهن وحماية حقوقهن في القطاع الزراعي.
