إعلان "القدس" عاصمة المرأة العربية 2025-2026 
دولة فلسطين ستترأس الدورة "44" للجنة المرأة العربية – جامعة الدول العربية

بحضور وزراء وممثلي الآليات الوطنية المعنية بشؤون المرأة في الدول الاعضاء بجامعة الدول العربية، شاركت د. آمال حمد، وزيرة شؤون المرأة،  في اجتماع الدورة 43 للجنة المرأة العربية الذي عقد عبر تقنية زوم. 
 وركز اللقاء على مراجعة تنفيذ وأنشطة أجندة تنمية المرأة  العربية 2030، وأجندة المرأة والسلام مسلطاً الضوء على الجلسة التي خصصتها الشبكة العربية للنساء وسيطات السلام للمطالبة بحماية النساء والاطفال في الأراضي الفلسطينية بما فيها قطاع غزة، وتسليط الضوء على ما يحدث من إبادة جماعية وأوضاع إنسانية كارثية، وركز أيضاً على الاستراتيجية العربية  للوقاية والاستجابة لمناهضة كافة أشكال العنف، والتعاون مع الجهات الدولية والإقليمية والتعاون الثنائي الدولي في مجال تمكين المرأة.

وصادق اجتماع الدورة 43 على تراس دولة فلسطين للدورة ال44 لاجتماع لجنة المرأة العربية وعلى إعلان القدس عاصمة للمرأة العربية 2025-2026. 

وفي كلمتها، وضعت د.حمد المشاركين بصورة الظروف شديدة التعقيد التي يعيشها قطاع غزة مع استمرار الابادة الجاعية والتطهير العرقي والتجويع والتعذيب والتنكيل ومحاولات التهجير القسري من قبل الاحتلال الاسرائيلي. وأكدت على أن أي عملية تنمية مستدامة في الدول العربية لا يمكن أن تنجح دون أن تنعم نساء وفتيات فلسطين بالأمن. 
وفي نفس السياق، وأمام هذه الحقائق المؤلمة،  أكدت د. حمد على أن دولة فلسطين، وعبر آليتها الوطنية للمرأة، لا تدخر جهداً للوفاء بالتزاماتها ضمن أجندة تنمية المرأة العربية وأجندة المرأة والأمن والسلام، إلا أن هذه الجهود الرامية لتوطين هذه الاجندات في الأولويات الوطنية والاستراتيجيات القطاعية وعبر القطاعية تصطدم بالسياسات والممارسات الإسرائيلية الرامية الى إحباط مساعي التنمية في دولة فلسطين. 
وختمت د. حمد كلمتها بتطلعها الى إدماج احتياجات التساء والفتيات في البرامج والخطط اللازمة لتعافي أبناء شعبنا وإغاثته، وتوجيه البرامج الاقتصادية العربية لتعزيز صمود النساء والفتيات الفلسطينيات.

 The State of Palestine will chair the 44th session of the Arab Women's Committee at the Arab League

Ramallah – 29/2/2024 
With the participation of ministers and representatives of national mechanisms concerned with women's affairs in the member countries of the Arab League, Dr. Amal Hamad, Minister of Women's Affairs, participated in the 43rd session of the Arab Women's Committee held via Zoom technology."

The meeting focused on reviewing the implementation and the activities of the Arab Women's Committee Agenda 2030 and the Women, Peace, and Security Agenda. It highlighted a session dedicated by the Arab Women Mediators Network to advocate for the protection of women and children in Palestinian territories, including Gaza. The session shed light on the ongoing genocide and catastrophic humanitarian conditions. Additionally, it emphasized on the Arab strategy for prevention and response against all forms of violence, as well cooperation with international, regional, and bilateral partners in empowering women."

The 43rd session meeting approved the presidency of the State of Palestine for the 44th session of the Arab Women's Committee and the declaration of Jerusalem as the capital of the Arab Woman for 2025-2026."
In her speech, Dr. Hamad talked about the extremely complex conditions in Gaza, highlighting the ongoing genocidal acts, ethnic cleansing, starvation, torture, and attempts of forced displacement by the Israeli occupation. She emphasized that any sustainable development in Arab countries cannot succeed without ensuring the security of Palestinian women and girls. Despite these harsh realities, Dr. Hamad affirmed that the State of Palestine, through its national mechanism for women affairs, spares no effort to fulfill its commitments within the Arab Women's Development Agenda and the Women, Security, and Peace Agenda. However, these efforts include these agendas in the national priorities and sectoral strategies face obstacles from the Israeli policies aiming to thwart development efforts in the state of Palestine. Dr. Hamad concluded her speech expressing her anticipation for include the needs of Palestinian women and girls in the programs and plans for the relief of Palestinian people, directing Arab economic programs to enhance the resilience of Palestinian women and girls."
